It’s a great time to look at HUD financing to supplement your current or future multifamily and build to rent developments. Recent policy changes have expanded eligibility and updated requirements that can benefit how projects are planned, designed and financed.

For architects, it’s crucial to understand and address HUD requirements early in the project life cycle so our clients can leverage every advantage these programs offer. BSB Design supports HUD-financed projects through architectural design, specialized consulting and construction oversight. We also provide HUD expertise in review and redesign of developments designed by other architects and engineers.

The Basics

Federal Housing Administration (FHA) mortgage insurance offers qualifying developers an alternative to conventional financing. Depending on the program and project, benefits may include:

  • Long-term, fixed-rate financing
  • Nonrecourse loans, subject to standard exceptions
  • Competitive loan terms and leverage
  • Financing options for qualifying market-rate and affordable rental housing

Section 221(d)(4) supports new construction and substantial rehabilitation, with mortgage terms of up to 40 years. These financing structures can be particularly relevant for developers planning long-term ownership.

What’s New with HUD Financing?

Several recent HUD updates introduce important considerations for multifamily development:

  • Expanded Build to Rent eligibility: HUD now allows qualifying communities of detached single-family homes, duplexes and triplexes to access FHA multifamily mortgage insurance. Section 221(d)(4) applies to new construction, while Section 223(f) supports acquisition or refinancing of qualifying recently completed properties with certificates of occupancy less than three years old at application. Developments must contain at least five rental units on a cohesive, contiguous site and operate as professionally managed, long-term rental housing. Additional underwriting and design requirements apply. HUD Mortgagee Letter 2026-12
  • Middle-income housing financing: Updated Section 221(d)(4) underwriting standards provide revised financing criteria for qualifying middle-income housing developments. HUD Mortgagee Letter 2026-01
  • Environmental review requirements: Revisions to the Multifamily Accelerated Processing (MAP) Guide address railroad vibration, pressurized pipelines, high-voltage power lines and noise-sensitive outdoor areas. These changes may influence site evaluations and development planning. HUD Mortgagee Letter 2026-04
  • Updated project thresholds: HUD revised substantial rehabilitation and large-loan risk mitigation thresholds, along with high-cost area calculations that may affect project underwriting. HUD Mortgagee Letter 2026-05

HUD’s build to rent expansion is particularly significant from an architectural perspective. Site organization, building configurations, accessibility and construction requirements must be evaluated alongside financing eligibility. Mixed building types and community amenities introduce additional considerations for project teams.

HUD-Financed Project Examples:

Deploying the Right Architectural Expertise at the Right Time

HUD-financed development requires coordination between architectural design, technical documentation, lenders and construction teams at key moments throughout the project.

Project Architect: Designing HUD-Financed Communities

As project architect, BSB Design leads the design of HUD-financed multifamily and build to rent communities.

Our team develops architectural concepts, construction documents and coordinated design solutions that respond to market demands, project objectives and applicable HUD requirements. We remain involved through construction administration to support the project’s execution.

Consulting Architect: Supporting Existing Design Teams

BSB Design can also provide specialized HUD consulting when another firm serves as the project architect.

We review architectural plans, assist with technical documentation and help project teams address HUD requirements. This allows developers to access our HUD experience without changing their original design team.

Supervisory Architect: HUD Construction Oversight

Our supervisory architectural services extend to HUD-financed projects designed by other firms.

BSB Design performs construction observation, reviews progress and provides required reporting within the scope of our supervisory engagement. This role supports coordination and documentation throughout construction without requiring BSB Design to serve as the building’s original architect.

Architectural Expertise at Every Stage of HUD Development

The expansion of HUD financing into build to rent communities creates new opportunities but also introduces considerations that extend beyond traditional apartment development.

Whether leading the design, consulting with an existing team or providing supervisory services during construction, an architect experienced in multifamily housing, build to rent design and HUD requirements is essential to ensure developers maximize the available benefits.
